Clear face shot of the individual jumping fences

Please watch out for this guy.  He seems to be turning water spigots on and leaving them gush.  The assumption is he does that to get you to exit your house, then he enters.   No other reason for it?  Image attached.  He’s been jogging thru the neighborhood jumping fences.
